The response by the school would serve to discourage pro-Palestinian demonstrations and was therefor not content neutral. Of the 27 arrested, 25 were arrested for disruption of university operations and 1 arrested for interfering with a police officer, and 1 unknown because Braziel’s numbers don’t match the UCPD statement. This is out of approximately 175 total protesters.

“The university is under pressure from state lawmakers to better control protests and develop a systemwide framework to provide consistent enforcement of rules. The state is withholding $25 million in funding until UC submits a report to the Legislature by Oct. 1 on university efforts to consistently enforce policies and laws “that protect safety and access to educational opportunities and campus spaces and buildings.” The report must also include information about how UC carries out a state directive to notify all students by the beginning of fall term about rules around free speech activities and consequences for violating them.
President Michael V. Drake is working with chancellors to draw up a plan to bring all campuses into greater conformity on enforcing rules around free speech activities. The guidelines “will assume the immediate removal of any encampment,” according to a UC senior administrator who spoke on condition of anonymity to discuss the sensitive topic.”

Does UCLA care about its students? Why are they trying to get away with the riots of April 30th?

The conflating of protected and unprotected activity is always in service of the negative handling of pro-Palestinian students

There is a pattern showing a lack of siding with pro-Palestinian protesters via punishment, statement omissions, or a negative administrative tone

Shows they are not truly committed to content-neutral student management

Ex. the pig effigy, they didn’t remove it right away even though it breaks Title VI and UC anti-discrimination policy. This and other messaging by the administration signals that it is okay to discriminate; resulting in organizational bias.

There was a lack of swift response, conduct evaluations, appropriate acknowledgment, and anti-discrimination training during the last academic year. They are making scapegoats of these students thereby fueling the flames of divide between these groups.

Yet they had constructive notice either via the DB, organization posts, or submitted complaints.

They had constructive notice via the Daily Bruin of the hate speech and discrimination occurring from counter-protesters as well—I don’t believe there was any administrative response.
- There needs to be specific recourse for what happened. If they can’t close campus to non-affiliates like Columbia, then UCLA needs to become a surveillance campus. Scan an ID to come on campus.

By the UC anti-discrimination policy, respondents are subject to anti-discrimination training and education. By failing to hold the discriminating persons accountable, they are effectively denying them access to a Title VI education.

Denying them this education means they really do not care about these individuals and they do not care about campus climate. They continue with symbolic gestures tossed to the abyss.

All in all, (Gene Block and) UCLA have washed their hands of these students, they don’t want to deal with them.
